The short answer is: not always freely — it depends on your situation and timing.
Guaranteed Issue Rights (Best Time to Switch)
You have the strongest protections during specific windows when insurers must sell you a plan at the best available rate, regardless of health:
Initial Enrollment Period — the 6-month window starting when you're 65+ and enrolled in Medicare Part B. This is the best time to buy any Medigap plan.
Special Enrollment Periods — triggered by specific life events, such as losing other coverage (employer plan, Medicare Advantage, etc.).
Outside of Guaranteed Issue Periods
Outside those windows, you can technically apply to switch plans at any time, but:
Insurers can use medical underwriting — meaning they can review your health history and deny you coverage or charge higher premiums based on pre-existing conditions.
Only exception: A few states (like New York, Connecticut, Massachusetts, and California) have stronger consumer protections that allow more open switching.

However, whether you are GUARANTEED acceptance is a completely different story.
In most states, once you are outside your initial Medigap Open Enrollment period or a guaranteed issue situation, insurance companies can usually require medical underwriting.
That means they may:
• Ask health questions
• Review medications and medical history
• Charge a higher premium in some cases
• Or even decline the application altogether
This is one of the biggest differences between Medicare Supplement plans and many Medicare Advantage plans.
Now here in Indiana, there is something very important called the Indiana Birthday Rule.
The Indiana Birthday Rule allows Medicare Supplement policyholders to switch to another supplement plan with equal or lesser benefits around their birthday each year without medical underwriting in many situations.

Some states have whats called the Medicare Birthday rule and this allows you to switch plans around your birthday without passing medical guidelines. Just google your state and medicare birthday rule to find out the exact details of your specific state, because some states are different.

So your question is, can you change Medicare Supplement plans at any time? I'm assuming you mean any time of the year.
The answer is you can apply to change Medicare Supplement plans at any time. However, you have to keep in mind when you do this that the new Medicare Supplement company you are applying to outside of your open enrollment or special election periods will have the ability to ask you a number of medical questions. We'll call this medical underwriting, and they can deny you or change the price based upon your preexisting conditions or your current health situations.
That's not the same as Medicare Advantage plans, which have an open enrollment period every year. But that's the price of changing a Medicare Supplement plan. Good news is, if you're in great health, you can change Medicare Supplement plans at any time.
