Based on the current 2026 plan data, the states include:
California, Colorado, Florida, Georgia, Illinois, Iowa, Kansas, Maryland, Massachusetts, Michigan, Missouri, Nevada, New Jersey, New York, North Carolina, Pennsylvania, South Carolina, Texas, and Virginia — plus Puerto Rico.
Having a 5-star contract somewhere in a state doesn’t mean every beneficiary in that state has access to it. It has to be offered in the beneficiary’s county/service area. If it is, the 5-Star SEP can generally be used once between December 8 and November 30 to move into that 5-star plan.
